Cynthia Rawl Konduros
Cynthia (“Cindy”) Konduros has over 20 years of governmental experience in Intergovernmental Affairs and is a graduate of the University of South Carolina where she received a Bachelor of Arts degree. She left the State Law Enforcement Division (SLED) as the Chief’s Executive Assistant for Intergovernmental Affairs and is currently a co-founder of the consulting firm Stewart Konduros & Associates (SKA).
During her tenure at SLED, she served as the agency liaison to the South Carolina Governor’s Office, South Carolina General Assembly, and other elected officials which included preparing and providing accurate and timely agency information. She was responsible for developing agency budgets and appropriations requests; following the appropriations process through the General Assembly, and keeping abreast of new developments in relevant legislative matters. She was also responsible for conducting revenue projections, approving expenditures, and overseeing other financial and administrative matters.
In conjunction with the leadership, Cindy prepared and/or reviewed annual agency documents (i.e. Annual Accountability Report, Annual Activities Inventory Report, Annual Revenue Projection, Annual Budget Request, Five Year Strategic Plan, Fiscal Impact Statements, Agency Grants Applications, etc.). She also assisted the Chief in standing up the statewide homeland security initiative, and, assisted with development and implemention of many cost savings initiatives to include a very successful retirement incentive program at the agency. The retirement incentive program was duplicated by other law enforcement agencies throughout the state.
During her employment with SLED, Cindy was asked to join the Governor’s Office Executive Budget staff in 1995 where she assisted in the development of the Governor’s Statewide Executive Budget; conducted research regarding many governmental issues and initiatives; and, worked closely with the legislature on behalf of the Governor’s Office.
Prior to employment with SLED in 1993, Cindy was employed by the South Carolina House of Representatives, Ways and Means Committee as a research analyst. She was responsible for researching budget and legislative requests for committee membership, and for preparing and providing necessary information and supporting data in consideration of agency requests. As a Ways and Means analyst, Cindy also assisted in the development of the state budget.
Before working with the legislature, Cindy was employed by the South Carolina Budget and Control Board, Office of Human Resources. It was here where she conducted productivity management reviews for state agencies; tested agency compliance with policies and procedures, state and federal statutes and regulations; conducted staffing and workload analyses; identified areas of management weaknesses and formalized recommendations and solutions to address inadequacies; and, assisted in the implementation of recommendations. Additionally, she assisted in expansion of the Statewide Suggestion Awards Program whereby state employees were eligible to receive cash awards when offering a cost saving idea.
